Brooks supports a decentralized response to these issues rather than one in which the international community builds an infrastructure to create shared capacities to respond to a wide variety of threats. Although a centralized approach would eliminate friction between nations, he says a decentralized approach empowers local agencies, is more credible to locals, and copes reasonably well with uncertainty.
