Globalism Goes Viral By David Brooks New York Times, 4/28/2009 Decentralized threats to the world, such as terrorism, economic crises, and health pandemics, are magnified by globalism. Brooks supports a decentralized response to these issues rather than one in which the international community builds an infrastructure to create shared capacities to respond to a wide variety of threats. Although a centralized approach would eliminate friction between nations, he says a decentralized approach empowers local agencies, is more credible to locals, and copes reasonably well with uncertainty. The swine flu outbreak has shown that the solution to "dynamic, decentralized, emergent problems is to create dynamic, decentralized, emergent authorities" that can be flexible with today's changing and flexible problems.
