Owens asserts that we shouldn't assume our next war will resemble the last one. Future warfare is likely to be hybrid in character, possessing elements of both conventional and irregular warfare. Under such conditions, flexibility is required. Both "Long War" (protracted conflicts as in Afghanistan) and conventional capabilities are necessary. Preparing only for what appears now to be the most likely conflict--the Long War option--may make conventional war more likely in the future. Owen concludes that the ability of the US to advance its global interests requires that it maintain command of the global commons: sea, air, and space.
