Interview: Cheney's Aims In The Caucasus As the United States and Russia continued their diplomatic sparring over Moscow's war with Georgia, Washington announced that Vice President Dick Cheney would visit the region in early September. Cheney would become the most senior U.S. official there since the war erupted early last month. His itinerary should take him to Georgia -- which hosts two major energy pipelines -- and includes stops in energy-rich Azerbaijan and Ukraine and Italy.

One of Russian leader Vladimir Putin’s most important foreign policy initiatives has been the Shanghai Cooperation Organization (SCO)--a regional international organization he co-founded in 2001 that groups together Russia, China, Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan. The stated aims of the SCO are to combat the "three evils" of terrorism, separatism, and extremism, as well as to promote various forms of cooperation among the member governments. In addition to these stated goals, however, Moscow has attempted to make use of the organization to resist efforts at democratization emanating from inside and outside the member states, to limit American and other Western influence in Central Asia, and to promote Russian foreign policy goals generally.

As the United States and the European Union strive to build an energy export route from the Caspian region, and specifically from Turkmenistan, through the proposed trans-Caspian gas pipeline, the question remains as to whether the project will ever come to fruition. The pipeline would benefit both Turkmenistan and its Western partners, but could damage Ashgabat's relations with Russia, which continues to play a strong hand in the regional energy game
